Centerline Technologies, LLC was first established in 2018 after noticing the need for better and safer roads. We decided to take advantage of our combined past experience in the paving and road construction industry and become industry leaders in road striping and marking.
Since then, we’ve been dedicated to providing Texas with safe and well-marked roads.
Meet The Team
Waylan Brannan III
– Chief Executive Officer

Waylan Brannan III is the Chief Executive Officer of Centerline Technologies. He graduated from Texas A&M Corpus Christi with a business degree.
Waylan comes from a background in the highway industry. He started in the field as a foreman for Brannan Paving Company where he gained experience in Sealcoating, Base rehab, and various other skills. He then took on the role as Chief Financial Officer for Brannan Paving, where he is still presently in charge of organizing and implementing various management roles, such as Bonding, Finance, Safety Auditing, Employee Benefit Procedures, Bidding, and Purchases.
William (Bill) Hartley
– Chief Operating Officer
Bill Hartley is the Chief Operating Officer at Centerline Technologies. He has been striping roads across the lower regions of the United States for over 30 years. From being behind the wheel of the striper, to bidding and managing multi-crew striping operations; Bill has a multitude of experience in the highway industry that is as vast and wide as the great state of Texas.
Dlorah Bay
– Office Manager

Dlorah Bay is the Office Manager and Corporate Secretary of Centerline Technologies, LLC. Dlorah brings more than 20 years of experience to this position. She works closely with internal operations, the CEO and COO to help recognize and achieve the goals of Centerline, meet deadlines, budgets, and help maintain the integrity and mission of Centerline.
Mackenzie Garrett
– Human Resources / Safety Specialist
Mackenzie Garrett has been employed at Centerline Technologies since 2019. She started as our Accounts Payable clerk, and currently serves as the director for HR and our in-house safety specialist. Mackenzie is a valuable resource for our team members.
Jackie James
- Accounts Payable and Payroll Specialist.
Jackie James is our Accounts Payable and Payroll Specialist. She brings over 25 years of experience in Accounts Payable and over 10 years of experience in Payroll processing. The majority of her training was acquired while employed at CCISD and onsite at NASA/JSC.
Zachary (Zach) Halepeska
– Field Supervisor
Zach Halepeska is one of our field supervisors at Centerline Technologies.
